I have the honour to acknowledge the receipt of Major-General Gascoigne's despatch No 356 of the 12th of August on the subject of the allowances paid to members of the Contingent of Hong Kong Volunteers who visited England on the occasion of H.M's Coronation.

I cannot agree with Major-Gen Gascoigne that any blame attaches to Major Chapman in this matter. As you are aware, the decision to pay these allowances was made after consultation with you, for the reasons explained in my despatch No 249 of the 16th of August, and not in consequence of any representations made by Major Chapman.

3. I had not previously been informed of the grant of the sustenance allowances specified in the despatch under acknowledgement and I do not consider that they should be drawn in addition to the allowances referred to in my despatch No 195 of the 4th of July. I am not...
